Fire and First Aid Competency Procedure

Purpose

FFA (Fire and First Aid) LTD is committed to providing a comprehensive fire safety and first aid training to organisations and delegates for compliance with the Regulatory Reform (Fire Safety) Order 2005, Health and Safety (first Aid) Regulations and UK legislation, professional industry, and local authority bodies.
FFA (Fire and First Aid) LTD is committed to ensuring all the training courses delivered are to be enjoyable and educational.

Scope

This document explains the fire and first aid training packages provided by FFA (Fire and First Aid) LTD; it does not include the competencies for delivering these packages.
All training will be delivered in accordance with current Fire Safety or First Aid practises.
When arranging training courses, the organisation or delegates must advise the FFA (Fire and First Aid) LTD of any personnel disabilities or hazards in the workplace requirements so the training can be tailored to meet those needs.

Venue

All training courses are conducted in a classroom format.
The training course venue will be large enough to accommodate the number of delegates, teaching aids/equipment and practical sessions (min 1.25m2 per delegate or 4m x 4m per 12 delegates for first aid training, approximate and safe (no combustible materials in area) external facility for fire extinguisher and lecture style for fire training), and where necessary access to catering, toilets, and parking facilities.
The training course venue will comply with the relevant health and safety legislation and a safety risk assessment will be completed prior to the training course taking place to ensure the safety of trainer/assessor and delegates.
The safety risk assessment will cover aspects of room safety and fire safety hazards and risks of the premises, access/egress, suitability for peoples’ physical impairments, seating, flooring (especially for practical first aid), noise (adequate so delegates are not distracted), ventilation, lighting (suitable for reading/writing), heating (adequate for delegates minimal worn clothing) and cleanliness.

Training equipment

Training resources is a vital part of the training for providing knowledge, understanding and skills.
Training course equipment includes:
Audio visual equipment to facilitate the use of PowerPoint presentations.
Information manuals (for relevant fire safety, first aid at work manuals, first aid made easy/CPR and AED first aid and paediatric made easy booklets,
Training aid (including teaching example aids, fire extinguishers, fire blankets, adult/junior/baby manikins, dressing and bandages, first aid treatment items (auto-injectors; head, facial masks, etc), quiz cards) For first aid delegates, first aid pack with assessment booklet.
All first aid manikins and equipment will be cleaned during the first aid training with anti-bacterial wipes, and post training all equipment will be hygienically washed, manikins will have lungs changed to ensure protection for cross infection. Clean and maintenance register held for evidence by FFA (Fire and First Aid) LTD.

Fire Consultant, Fire Risk Assessor

FFA (Fire and First Aid) LTD will ensure all personnel providing fire safety services hold a current and valid qualification or equivalent recognised qualifications:

CFPA Europe Examination in Fire Prevention Diploma

CFPA Europe Examination in Principles of Fire Safety at Work Certification

NEBOSH  in Fire Safety and Risk Management, and Practical Fire Risk Assessment Certification

SFJ Level 5 in Fire Engineering Design  Diploma

City & Guilds in Firecode for Healthcare Premises (including HTM05-02 & HTM05-03) Certification

ABBE/FPA Level 2 & 3 in Passive Fire Protection Certification

Additional requirements to fulfil the competency:

Membership of a professional fire body

Knowledge of Regulatory Reform (Fire Safety) Order 2005 and other UK fire legislation

Knowledge of Building Regulation – Part B

Understanding of current best practices for example: Fire safety management, behaviour of fires in buildings, people’s behaviour in fire situation, escape routes and evacuations, fire prevention and fire protection

Knowledge and ability to conduct a methodological fire risk assessment in respect to the different type of premises

HAZOP Leadership / Dangerous Substance Explosive in Atmosphere Regulation (DSEAR) Certificate

NEBOSH National General Certificate in Occupational Health and Safety

OH&S Management System Auditor/Lead Auditor Certification

Fire and First Aid Trainer/Assessor

FFA (Fire and First Aid) LTD will ensure all personnel providing fire safety and first aid training hold a current and valid qualification or equivalent recognised qualifications:
Training & Development (Level 3) Certification
Qualifications as within the fire consultant and fire risk assessor section
First Aid at Work Certification, including other certification relevant to first aid training subjects
Working with Vulnerable People Certification

Additional requirements:
Membership of a professional first aid body
Knowledge of Regulatory Reform (Fire Safety) Order 2005
Knowledge of Health and Safety (First Aid) Regulation 1981 – Amended

Personal abilities

FFA (Fire and First Aid) LTD will ensure all personnel providing services or training will have to demonstrate:
Good communication skills when dealing with customers or local authorities
Provide a professional, friendly and non-bias working/training environment
Ability to work with people of all levels, vulnerabilities and disabilities
Ability to make subjective and constructive judgement
Ability to work on their own and as part of a team
Understand their own imitations of experience and knowledge and willingness to supplement by obtaining external help and advice.
All personnel providing services or training can demonstration experience and evidence in training and assessing:
Course title
Assessment date (if applicable)
Details of the assessor (if applicable)
Signed statement to validate the course assessment (if applicable)
Name of company/delegates who received the training (under the data protection regulation requirements)
Requalification dates (in the last 3 years)

Insurance

FFA (Fire and First Aid) LTD holds professional indemnity and public insurance for persons employed.
FFA (Fire and First Aid) LTD will ensure any contracted third-party will hold professional indemnity and public insurance.
A copy of the professional indemnity and public insurance will be held on file.

Monitoring and Auditing

FFA (Fire and First Aid) LTD will monitor the effectiveness of competencies through frequent reviews of its documentation, practises, customer feedback, training evaluation forms, and complaints received to ensure compliance with current UK legislation and for continuous improvements.
FFA (Fire and First Aid) LTD will conduct competency audits on an annual basis or where significant change occurs with legislation or first aid training material.
Results of audits are retained for at least 3 years.
FFA (Fire and First Aid) LTD will be audited and assessed from the external professional bodies and subjected to their procedures and policies.
